Each Designated Blue Box Waste (DBBW) material is associated with an annual fee rate (see Fee Setting Methodology). For each obligation year, fee rates are carefully calculated, consulted upon, approved by Stewardship Ontario’s Board of Directors and then by Waste Diversion Ontario’s Board of Directors. Once approved, they are programmed into the Steward Reporting System. See annual Fee Calculation Models (also referred to as Pay In Model (PIM) Tables) below.
An obligation year is a calendar year for which stewards are or were required to register, file a Steward’s Report and pay applicable fees. The first obligation year for this program was 2003. Most obligated stewards were required to file Steward’s Reports during the first seven obligation years (i.e. 2003, 2004, 2005, 2006, 2007, 2008 and/or 2009). Stewards are now required to file Steward’s Reports as follows:
Please note: The 2003 and 2004 obligation years are submitted as one Steward’s Report using the 2002 data year. In addition, the 2007 Rules require stewards to submit data reflecting their 2006 sales and DBBW to Stewardship Ontario in order to calculate their fees for 2007. Stewards will NEVER be required to collect and submit 2005 data to Stewardship Ontario.
