The Blue Box Program Plan was developed by Stewardship Ontario in conjunction with, and on behalf of, Waste Diversion Ontario (WDO), the agency created to oversee and implement the Blue Box Program and the province’s other waste diversion programs, including the Municipal Hazardous or Special Waste (MHSW) Program, also known as the Orange Drop Program (Note: As of November 30, 2016, WDO was replaced by the Resource Productivity and Recovery Authority). Following approval by the Minister of the Environment, the first Blue Box Program Plan took effect on February 1, 2004.

Revisions to the original program plan aimed at boosting the recycling rate were requested by the Minister of Environment in August 2009. After extensive consultation with stakeholders, a new revised draft was presented to the Board of Directors of Stewardship Ontario and subsequently the Board of Directors of WDO. The final revised program plan was submitted to the Environment Minister for review on April 30, 2010 and is currently pending approval from the MOE.
